The Vortex Generators on the wing of this Boeing 737 are there to address a “shock wave” that develops in the mach 0.7 range. The “shock wave” caused Dutch Roll, that is, the airplane yaws and wallows through the air. Not an acceptable condition.
The VGs (Vortex Generators) eliminate the “shock wave” and thereby eliminate Dutch Roll. And that is the answer to question. BUT, if you look outboard you see the VGs mounted forward of the ailerons ---- mounted there to keep the air attached to the ailerons to improve roll control.
